2018 HBFF Rules

2018 HOUSTON BLACK FILM FESTIVAL

RULES AND REGULATIONS

  • POSTMARK DEADLINE: February 15th, 2018
  • Submissions must be available as a digital H.264 (.mov or .mp4) file for exhibition if selected for the Festival.
  • The Houston Black Film Festival Young Storyteller’s Competition is open to all 12-18-year-olds and is FREE to enter. Must include proof of enrollment from school (copy of student ID or school transcript preferable). Proof of enrollment can be sent via email to youth@houstonblackfilmfest.com with the title of the film. We welcome a wide range of films in this category on subjects as bullying, self esteem, community involvement, young entrepreneurs, LBGT subject matters, Science Fiction/Fantasy and more.
  • Filmmakers must be in middle school or high school during time of production to be eligible. Graduating high school before the start of Houston Black Film Festival does not disqualify any filmmaker.
  • The Festival committee reserves the right to determine the eligibility of any project.
  • Works in progress WILL NOT be accepted within a month of the festival.
  • Films must have been completed after March 1, 2017
  • Films should be 12 minutes or less.
  • To enter more than one film, you MUST use separate entry forms.
  • All submitted materials become property of the Houston Black Film Festival and can not be returned. Houston Black Film Festival reserves the right to copy any submitted material for HBFF use only. Please do not send stills unless requested.
  • If selected, your film must be available to screen during the Houston Black Film Festival, March 27-31st 2018.

FREE Online Submission Form

Registrants who participate in the Coverage Program which provides a detailed, constructive evaluation of your script will enjoy a reduced rate of $75.00 for feature scripts and $65 for teleplays.

  • Before proceeding with the online form, please make sure your play adheres to all rules and formatting.
  • If you have problems using the online submission form, please try using another browser and make sure you are allowing pop-ups.
  • After you submit, you’ll be redirected to PayPal to pay the entry fee. If you’re not redirected, please scroll up. (The payment button will appear at the top of the entry form.)
  • Once submitted, no revisions will be accepted.

Entrants Earn Discounts

ENTRANTS GET A DISCOUNT FOR THE FESTIVAL!

Submit your film or script and register for this year’s Festival at the same time!  All entrants receive a discount on Festival Registration. Finalist receive a greater discount. If you register now and advance (notifications , we’ll gladly refund you the difference.  To register, simply select which badge you’d like to purchase.

CATEGORIES

All Awards are presented during the  Houston Black Film Festival Awards Dinner* with the exception of the Audience Choice Award.  It will be announced via social media once tallied.

Those advancing to the Semifinalist level or beyond will have the option to attend exclusive panels hosted by participating panelists. They will also be included in the Digi Producers Book, distributed to competition judges and other industry professionals.

OUR AWARDS COMPETITIONS
AUDIENCE AWARD

All awards will be presented to the Writer of the winning films, with the exception of the Documentary awards, which will be presented to the Director.  Awards are based on overall merit of the entries. Jury members reserve the right not to grant an award.

AUDIENCE AWARD

All films screening are also eligible for an Audience Award in their respected categories. Award winners are announced within one week following the Festival. The Audience Award is based solely on audience voting at the film’s screening(s). (This award will NOT be presented during the award ceremony).

JURY AWARDS

Each Competition Filmmaker receives two film screenings, March 26- March 31st 2018 five complimentary tickets to each of the film’s screenings; one ticket to the Houston Black Film Festival Awards Dinner (if in attendance, it is the preference of  HBFF that the writer be provided this ticket); the film featured in the 2018 HBFF Digital Program Book; and two complimentary Producers Badges to the 2018 Houston  Black Film Festival, March 26th 31st 2018 (if in attendance, it is the preference of  HBFF that the writer be provided one of the complimentary Producers Badges).
